In 2017, the Wikimedia movement engaged in a wide, collaborative strategy process that culminated with nearly a hundred independent organizations worldwide agreeing on a common strategic direction for the 2030 horizon.
The Wikimedia Foundation's Board of Trustees was among the groups that endorsed the strategic direction. In 2018, they released a statement “setting forth [...] a clear mandate for the Wikimedia Foundation to invest the resources necessary to support the growth and evolution required for the next chapter of Wikimedia’s future.”
The Statement endorsing future resourcing and direction of the organization specifically recommended that the Foundation "Support the fundraising team in raising additional funds beyond what is called for in the annual plan to prepare us for future growth"; "Increase revenue as needed to support investment and growth"; and "Explore alternative revenue streams for the Foundation and movement".
Following this directive, and as part of its own strategic planning process, the Wikimedia Foundation is now developing a Revenue strategy for the next 3 to 5 years. This revenue strategy will be developed using the “Wikipedian process” and conduct research to review the past, examine the present, and explore options for the future.
This work will be led by the Advancement Department at the Wikimedia Foundation, in collaboration with relevant teams and departments at the Foundation, and with support from external subject matter experts.
Offer a critical view of the Wikimedia Foundation’s past revenue models.
Until now, the Fundraising teams at the Wikimedia Foundation have consistently met and exceeded their revenue targets each year. They have done so by researching, testing, and optimizing almost every aspect of their operations. The revenue consultant(s) will review how the Foundation has raised its funds in the past, and provide an external assessment of what has worked, what hasn’t, and what can be improved.
Understand and integrate the constraints under which the Wikimedia Foundation operates.
The Wikimedia Foundation holds a unique place as the donation-funded steward of worldwide communities and top-10 web properties. Maintaining this position requires to adhere to high standards, whether they relate to social contracts, values, or logistics.
For example, the Foundation will not consider options such as: generating revenue through advertising banners on Wikimedia sites; changing the license of the content and syndicating it to third-party entities; or selling private user data to third-party entities.
Explore novel revenue models for the Wikimedia Foundation.
In addition to improvements to the current revenue streams, the main objective of the revenue consultant(s) will be to explore revenue models that the Wikimedia Foundation has not focused on until now. They will assess their feasibility, offer cost-benefit analyses (including an assessment of the impact on intangibles like brand and community trust), and make recommendations about what the Wikimedia Foundation should consider in the next 3 to 5 years.
